My Ruby is installed in drive E:

My IRB experience listed drive C: as it was asked.

I've mucked around with Rio heaps on Windows and had no trouble.  The
only trouble I had was understanding how it worked, which was cleared
up by conversing with the author and suggesting some documentation
improvements.  I'd say you're having trouble understanding how it
works.
