I've not used it much.  We have a light rail "trolley" that can get you
around downtown, Old Town, and over to "The Q" (Qualcomm Stadium).
There's a commuter train that runs up and down the coast, called
"Coaster", but that won't do you much good getting to El Cajon (which is
East of Balboa Park & Downtown).

My guess is that the Airport <--> El Cajon trip will involve a bus ride.
 Personally, I'd stick with the Cloud 9 or Express shuttle (if the hotel
really does pay for it).
