I just discovered that this is because on Windows, the RUBYOPT environment
variable is set to "rubygems", which causes "ubygems.rb" (without the 'r'; a
cutesey hack) to be loaded, which in turn loads rubygems.rb, which loads a
bunch of other stuff.
