Rails just happens to be the most popular option. I'm sure that Kirk Haines and George Moschovitis and anyone else who works on web application frameworks would *love* to hear that Rails is officially the Ruby web framework. If you're developing for MacOS X, you need Cocoa. Ruby does that.
