if was thinking more brute force:

   glob = File::join(dirname, basename) << '*'

   candidates = Dir[ glob ].select{|entry| File::executable? entry}

   return candidates.shift unless candidates.empty?

...

since, afaik, PATHEXT does not imply some sort of ordering or precedecne.
seem right?
