I get this :

testInitialzeBadLotRegions(IllustratorCSTest):
NameError: uninitialized constant
IllustratorCSTest::WIN32OLERuntimeException

I believe you are looking for:

     assert_raise(WIN32OLERuntimeException) { bad_call_goes_here() }

Throw/catch are a non-exception related Ruby idiom.
