Yet another possibility:

If you mean a replacement for the command prompt terminal application 
itself (cmd.exe), there's a project called puttycyg 
http://gecko.gc.maricopa.edu/~medgar/*puttycyg*/ which allows a local 
bash session to be run using the PuTTY terminal.
