Ah, do, instead of a { |block| }...

Alas, it gives me:
xsl:stylesheet version="1.0">
  <xsl select="cats">apply-templates</xsl>
</xsl:stylesheet>


But it led me to this hack:

xml.xsl :stylesheet, "version" => "1.0" do
  xml.tag! 'xsl:apply-templates select="cats"'
end

Which works!
