Robert K is correct.  Some observes:

- many apps are bound by external constraints: your DB / web / FTP /
NFS server only runs so fast, i.e. C++ apps may be 0.3% faster in this
case.

- the development cycle in ruby is different from C/JAva.  There isn't
compile-time checking the way a C++ /java programmer thinks about it.
You have to set up a meaningful Exception hierarchy and unit-test
extensively.

- after you profile a ruby app, you can choose to re-code part or all
of bottlenecks in C (rubyInline, ruby2C, maybe other tools out there)
