Nice idea to use a gui! But for installation, you have to know the structure of the tarball and this is REALLY hard to know. So you have to make assumptions about the tarballs an this will lead you to restrictions of WHAT your program is able to install. all this is allready done by gem. So I think the easiest way would be to create a gui for gem and eventually extend gem as you like it.
