ArgoUML is free and is written in Java and some support for outputing
Java, but it may do what you want (short of generating Ruby).
Currently, it says the following about diagram support:

Class diagrams
State machine diagrams
Activity diagrams
Use case diagrams
Collaboration diagrams
Object/Component/Deployment diagrams (this is basically one diagram type
in ArgoUML)
Sequence diagrams (in the near future)

On the not free really front:

TogetherSoft usually has a "whiteboard" edition of their commercial
stuff. The whiteboard edition is free, but is crippled in some way.
