How about calling WEBrick::Daemon.start directly?

  WEBrick::Daemon.start
  httpd = WEBrick::HTTPServer.new(:Port=>10080)
  trap(:INT){ httpd.stop }
  httpd.mount_proc("/"){|req, res|
    res["content-type"] = "text/plain"
    res.body = $$.to_s
  }
  httpd.start
