Why does autoload only work for toplevel constants?

i.e,

autoload "Foo", "foo.rb"          #this works
autoload "Foo::Bar", "foo/bar.rb" #error when accessing Foo::Bar

It doesn't look like that difficult a code change (would moving the
autoload check out of top_const_get and into rb_const_get_at work?  I
guess I'll find out soon enough...), I'm just wondering what the rationale
is.
