I believe this goes hand-in-hand with Freenode's support of open- 
source development and being a non-profit organization.  Freenode is  
just about an all-volunteer organization, so paying somebody to write  
software would be pretty rude considering all the day-to-day Freenode  
staffers who don't get paid a dime.
