If you are simply serving up static web page content, Rails is overkill. On the other hand, Rails is an excellent framework for developing web applications that serve up dynamically-generated content (usually backed up by a database). It is quickly overtaking some of the more traditional and popular web application development frameworks and languages (like PHP and Java).
