This assumes the input is an array of lines. (Where each line is an array.)

class Array
    def to_csv
        map { |line|
            line.map { |cell|
                '"' + cell.gsub(/"/, '""') + '"'
            }.join(',')
        }.join("\n")
    end
end

Note that literal quotes " are replaced with "".
