Outlook 2000 offers this:

Go to Tools -> Options ->Mail Format tab
Click the "Settings ..." button
Set a value where it says "Automatically wrap at [ ] characters when 
sending."

Many mail readers will autowrap long lines of text, adjusting the flow 
as the window is resized, something I tend to prefer.  So not everyone 
was annoyed, or even realized there was no embedded line formatting.
