It is fairly easy.
On my system (Debian unstable) I just had to edit the configure script
to remove the setpgrp test(*) and run
  ./configure --host=i586-mingw32msvc
  make
  
(*) otherwise you'd get
checking whether setpgrp takes no argument... configure: error: cannot
check setpgrp when cross compiling
