Other systems support win32 too, but IMHO that's only a (rather minor) part of the problem; it will be (much) harder to get an autobuilder in place to create the binary packages for that platform instead of having the authors build them. I don't know if the RubyGems project has set such a thing as one of its goals. I am not sure a GUI is an absolute must, even on win32.
