The reason is in rb_make_metaclass:

     if (BUILTIN_TYPE(obj) == T_CLASS && FL_TEST(obj, FL_SINGLETON)) {
         RBASIC(klass)->klass = klass;
         RCLASS(klass)->super = RBASIC(rb_class_real(RCLASS(obj)->super))->klass;
     }
