This works reliably to get the full path to the interpreter on both *nix and 
Win platforms:

ruby = File.join(::Config::CONFIG['bindir'],
                 ::Config::CONFIG['ruby_install_name'])
ruby << ::Config::CONFIG['EXEEXT'
