Jean-Francois Nadeau posted a rather large patch for Win32 and sockets, though I don't know whether it will make it into 1.8.2. http://blade.nagaokaut.ac.jp/cgi-bin/scat.rb/ruby/ruby-core/3154 I'm not sure if that's the issue or not, though.
