I think that regarding the licensing issue, he didn't care so much about releasing his changes to FOX itself. He believed that the LGPL also required him to release the source code to his application (as part of the re-linking clause), which is not the case. The LGPL does require that your application's user is able to re-link against a different version of the LGPL'd library, but one acceptable way to satisfy that requirement is to provide the compiled *object* code for your application.
