Could you give a longer example? I tried the following and didn't get 
what I expected...

   require 'erb'
   include ERB::Util

   @text = "something with <brackets> and \"quotes\""
   erb = ERB.new( "This is <%h= @text %>" )
   p erb.result
   #-> "This is "
