I think you'd want to take a look at the changelog in the cvs,
possibly via the web interface at
www.ruby-lang.org/cgi-bin/cvsweb.cgi/ruby

I don't think there are many huge changes, I only remember the adding
of RSS::Parser and the renewal of the Ruby/Tk library.
