How about ...

  a = { "x" => [1, 2, 3], "y" => [4, 5, 6], "z" => [7, 8, 9] }

  b = a.keys.map { |k| a[k] }

The only problem is that, since "a" is a hash, the order of "a.keys" not necessarily the order you want.  If you want the values in key order, you could do 

  b = a.keys.sort.map { |k| a[k] }

Does that give what you're after?
