Can't help with your problem but I am intrigued about how your Cygwin prompt looks like below. When I CD into the equivalent directory my prompt (using bash and rxvt) is

robertm@PC126 /cygdrive/c/cygwin/tmp
$ 

>    c:/cygwin/tmp/> rake 
>    (in c:/cygwin/tmp)
>    rake aborted!
>    Permission denied - foo
>    c:/cygwin/tmp/> 
>
>As you can see from the command prompt, this is under Cygwin.
