What I mean is, 3 years of problems are enough.  Whatever the reason, the ML 
and NG have not been reliably synchronized in a long time.

The world is filled with multiple places for talking about the same thing.  It 
won't wreak havoc to separate them into two unique places to discuss Ruby.  
It will, however, ensure that people aren't missing lots of thread posts.  
Each resource, the ML and NG, can serve their respective participants just 
fine by themselves, so why not let them do what they do best by themselves?
