  とするか

２．conf.rb側で initialize を定義します
  class Conf
    def initialize(*args)
      @args = args
    end
    def echo
      for i in @args
        print i
      end
      ・・・（以下略）
    end
  end

１．か２．のどっちかでうまくいくと思います。
