まつもと ゆきひろです

ruby 1.1b8をリリースしました．

大きな変更点は Time です．上位互換でないんで気をつけて下さい．

  Time#yearが西暦を返す
  Time#monthが1はじまり
  Time#isdstがbooleanを返す

マニュアルも書き換えてますが，公開は来週頭と言うことにしてお
いて下さい．

	  determined according to the value of $KCODE.
