LICENSE.txtの冒頭で、

となっていて、Ruby 1.9.3より前と同じかと思いきや、COPYING.txtの内容は
GPL3となっていて、過去にリリースされたRuby本体と異なる内容となっているよ
うに見えます。Ruby 1.9.2のCOPYINGは以下のように始まっています:

Ruby is copyrighted free software by Yukihiro Matsumoto <matz@netlab.jp>.
You can redistribute it and/or modify it under either the terms of the GPL
version 2 (see the file GPL), or the conditions below:

意図してGPL3を選択されたのかどうかはわかりませんが、結果としてRuby本体
と異なるライセンスとなっていますので、GPL3であり続けるならLICENSE.txt
の最初のパラグラフの内容は変更すべきではないでしょうか?  (または、GPL2
とするか...。)
