forbid 人 to-inf はありますけれど、
forbid to-infはあまり使わないんじゃないかな。

  he suggests the use of ENV, RUBY_PLATFORM or $LOAD_PATH 
  is undesirable when $SAFE=4.
でしょうか。
上は、ユーザに使うのを止めてほしいという意味だから、
ruby側で例外を挙げるようにする、というなら、別の言い方かなあ。
