[ruby-list:35667] cgi のエラー

http://homepage1.nifty.com/arima/ruby/index.htm
にあるruby1.6.4を使って、以下のcgiスクリプトを実行すると
うまくいくのですが、

#!/ruby/bin/ruby -Ks
print "Content-type: text/html\n\n";

print <<EOT;
hello world
EOT

http://www.ruby-lang.org/~eban/ruby/binaries/cygwin/
にある、ruby1.6.6にかえてみると、エラーになります。
これはなぜでしょうか？
