正直言って私は理解は出来ないのですが、私の経験を記します。

FOX という GUI library があります、そのビルドとルビーのビルドのconfigure
時のスクリプトのさわりを以下に書きます。

ルビーで  configure i586-mingw32  とした時、これはビルドに成功。
checking host system type... i586-pc-mingw32
checking target system type... i586-pc-mingw32
checking build system type... i586-pc-mingw32
checking for gcc... gcc
checking whether the C compiler (gcc  ) works... yes
checking whether the C compiler (gcc  ) is a cross-compiler... no
checking whether we are using GNU C... yes

ルビーで  configure のみの時、これはビルドに失敗。
checking host system type... i586-pc-cygwin
checking target system type... i586-pc-cygwin
checking build system type... i586-pc-cygwin
checking for gcc... gcc
checking whether the C compiler (gcc  ) works... yes
checking whether the C compiler (gcc  ) is a cross-compiler... no

FOXで mingw32 under cygwin の環境で、configure  とだけした時、ビルドに成功。
checking whether the C compiler (gcc  ) works... yes
checking whether the C compiler (gcc  ) is a cross-compiler... no
checking whether we are using GNU C... yes
checking host system type... i586-pc-cygwin
checking build system type... i586-pc-cygwin
checking for ld used by GCC... /gcc-2.95.2/bin/ld
checking if the linker (/gcc-2.95.2/bin/ld) is GNU ld... yes
checking for BSD-compatible nm... /gcc-2.95.2/bin/nm -B

FOXで gcc -mno-cygwin under cygwin の環境で、configure  とだけした時、
ビルドに成功。
checking whether the C compiler (gcc  -mno-cygwin) works... yes
checking whether the C compiler (gcc  -mno-cygwin) is a cross-compiler... no
checking whether we are using GNU C... yes
checking host system type... i586-pc-cygwin
checking build system type... i586-pc-cygwin
checking for ld used by GCC... /usr/i686-pc-cygwin/bin/ld.exe

私は
checking host system type... i586-pc-cygwin
これは駄目だと書きましたが、上記を見ればこれだけでは間違えでした。
すみません。

FOXではconfigureとだけしてうまくいくのに、ルビーでどうして駄目なのか
それが原因でルビーのビルドがうまく行かなかった訳です。

私の能力不足でそこが理解できていません。
