βではなくリリース版があるので、そちらを使われるのが良いと思
います。少なくとも僕のところでは Cygwin 1.1 (Window 2000 /
P5 133MHz + 48MByte)でRuby 1.4.6が問題無くminiruby.exeまで出
来ました。

miniruby まで、というのは ext でコケたからです。

cygwin*.dll が複数パスにあると実行時に混乱するようですから、
CygwinおよびDLL全体を一旦全部消すなり見えないとこに移すなり
して、インストールし直すのが吉だと思います。
