こちらを試してみました。
ダウンロードした zip ファイルを展開し、regsvr32.exe で dll を登録した
後、次のファイルを開いてみました。

<%@ LANGUAGE = RubyScript%>
<html>
  <head><title>Ruby</title></head>
  <body>
    <%= "ruby" %>
  </body>
</html>

その結果次のエラーがブラウザに返ってきました。

RScript エラー '00000200' 

uninitialized constant Module::Response 

/ja/tahara/a/ruby.asp, 行 5 

Response.Write("ruby" )
^

何らかの初期化処理あるいは IIS の設定が必要なのでしょうか。
ちなみに、IIS を動かしているサーバは Windows NT4.0 sp6 です。
