M-x describe-variableすると、

indent-tabs-mode's value is 
t

Documentation:
*Indentation can insert tabs if this is non-nil.
Setting this variable automatically makes it local to the current buffer.

というわけで、単にsetqするだけでよいのではないでしょうか。
