ごめんなさい。間違ってました。
--withext-out
じゃなくて
--without-ext
と書きたかったのでした。
--without-ext の方が --with-out-extより
単語の切れ目として自然だし英語として自然だからというのが根拠です。

ビルド対象から除外する拡張ライブラリを指定する configure のオプション
が --with-out-extになっています。
個人的には、--withext-out の方がいいと思います。
win32/configure.bat は --withext-out になっています。
