Hi,

Ruby 1.9.3-p0 has just been released. This is the first release of Ruby
1.9.3, the new stable series of Ruby.

== Changes
Ruby 1.9.3 is basically an implementation-improved version of Ruby
1.9.2. Library loading or locking in multi-threaded program is improved,
for example.

Also the license of Ruby has changed. Previously Ruby has been released
under GPLv2 and "Ruby" license. But Ruby 1.9.3 is released under a joint
2-clause BSD license and "Ruby" license.

There are some new features. Multilingualization now supports Unicode
6.0, a new library io/console, ....
