私が見つけた限りでは、tzinfo と TZInfo::TimezoneTransitionInfo#at と
RubyCoreSupport.datetime_new!の中でした。
TZinfoのコードを読んでも理解出来ませんでした。すいません。しかし [ruby-core:36444] に報告しました。

The only place I've found it is in tzinfo's
TZInfo::TimezoneTransitionInfo#at and RubyCoreSupport.datetime_new!.
I don't really understand the tzinfo code.  I'm sorry.  :-(
