IO.popenは現在djgpp, human68k, VMSでpopen(3)を使っているために
FILE*をどう渡すか考えないといけません。というかFILE*のラッパー
がIOなわけですが。

とりあえずIO.pipeのほうだけ。IO#initializeでmodeをFixnumで指定
できるように拡張してます。
