[ruby-core:98933] JSON gem support

The standard gem `json` is extremely popular. Rubygems.org states 350
million downloads!

Yet the support for the gem is severely lacking, with trivial issues
like this has not gotten an answer or resolution in 6 months:

1) Who the maintainers should be made clear:

2) Whoever they are should actually maintain it, giving priority to bugs.

3) Additional ruby-core members should be given access

4) Without wanting to diminish @flori's contribution to the gem, it
should be moved to `github.com/ruby/json`

I've stated before that I am willing to help, @headius and @eregon
might probably also willing.
