Issue #16696 has been updated by MSP-Greg (Greg L). Any Windows RubyInstaller builds that contain OpenSSL stdlib 2.1.0 or later are built with OpenSSL 1.1.1. They are also built with a current set of MSYS2/MinGW packages. The current MSYS2/MinGW OpenSSL package is 1.1.1e.
