Ruby-loco is now building on GitHub Actions and being saved in a GitHub release. See: https://github.com/MSP-Greg/ruby-loco/releases/tag/ruby-master A self-contained mswin build is also available, based on the workflow file in: https://github.com/ruby/ruby/pull/2838. As before, the builds are updated only if they pass all test suites, along with a few simple CLI tests. They run three times a day.
