Issue #14886 has been updated by jeremyevans0 (Jeremy Evans).

File contributing-rm-changelog.patch added

I agree, we should fix this.  The attached patch is my attempt to do so, removing ChangeLog-specific parts and keeping other parts as a guide for commit messages.

[ChangeLog section in doc/contributing.rdoc](https://github.com/ruby/ruby/blob/trunk/doc/contributing.rdoc#changelog) is not useful now.
But I think some parts are useful for commit log.
For example: issue relationship.
