Improvements:
* Mention new `:script_compiled` event;
* Deduplicate `__enable`/`enable` methods;
* Document `target:` and `target_line:` arguments. 

I am not sure that `target` explanations and examples are sufficient and unambiguous, just copied them from the [commit message](https://bugs.ruby-lang.org/projects/ruby-trunk/repository/revisions/66003)
