Summary: downloads on rubyforge.

Initial Comment:
Either update the downloads on rubyforge, or remove them and point to ruby-lang.org.

The latest download is a preview of 1.8.4 from November. I think all the downloads should be yanked and favor of having one source for up-to-date downloads.
