Subject: RCR 320: Extend Rational to interoperate better with floats

Hi,

Last October I worked on an extension to the standard Rational library
following some discussions about needed functionality on ruby-talk.

The RCR at http://rcrchive.net/rcr/show/320 is documented and tested.

The primary aim is way to create a Rational from a Float,
approximately if necessary. It provides this by extending Rational()
to accept floats and strings, and adding methods to reduce a rational
approximately.

I also added a number of fixes and tweaks, such as a Rational#to_f
that doesn't fail for large numerators and denominators as the current
version does.

What is wrong with my proposal, or what can I do toward seeing it merged?
