I could not find any document describing
how to use TEST_COLORS environment variable in Ruby.
I could change the color of messages with `./configure TEST_COLORS=skip=43`
and it finished successfully. However, after that, `make` results in an error.

$ ./configure TEST_COLORS=skip=43
:
$ make
:
gcc version 4.9.3 (GCC)
make: *** No rule to make target '.ext/include/i386-cygwin/ruby/config.h', needed by 'main.o'. Stop.

I found this problem on Cygwin with gcc, Mac OS X with gcc,
Mac OS X with clang, and Linux with gcc (Ubuntu 14.04).
I found this problem both in ruby-2.3.0 and trunk (2.4.0dev).
I am sorry if I set TEST_COLORS incorrectly.
