Subject: [ruby-core:74438] [Ruby trunk Bug#12193] ruby 2.3 on windows	test-all failed

Issue #12193 has been updated by Johnny Shields.


@ruby team, this issue prevents us from releasing Ruby Installer (http://rubyinstaller.org/) on Windows for Ruby version 2.3.

Please give priority to this issue so Windows users can upgrade.
